ODCC Technical Report on Intelligent Cooling Optimization for Prefabricated Modular Data Centers Officially Released, Co-Authored by Inspur, Alibaba Cloud, and Accessen

16 Jan 2026

As a critical component of data centers, cooling systems account for a significant portion of energy consumption. Intelligent optimization is paramount for enhancing overall energy efficiency and reducing Power Usage Effectiveness (PUE). Currently, traditional data center cooling systems often suffer from energy inefficiency. While some projects have begun adopting prefabricated integrated cooling station products, these have not fully resolved the underlying issues. The core solution to this challenge lies in holistic intelligent optimization powered by digital and AI technologies.

The Technical Report on Intelligent Cooling Optimization for Prefabricated Modular Data Centers, organized by the Open Data Center Committee (ODCC) and co-authored by industry leaders including Inspur, Alibaba Cloud, and Accessen, has been officially released. This report defines clear optimization pathways through technical specifications. Its central premise is establishing a holistic optimization framework leveraging digital technology, with a particular focus on the cooling segment within prefabricated modular scenarios. It provides a robust technical foundation for the rapid and efficient development of prefabricated integrated cooling station modules.

The proposed solution is built from the ground up—addressing data infrastructure, core technologies, and execution logic. This digitally-driven, holistic intelligent optimization approach tackles energy waste in cooling systems. It not only continuously lowers data center PUE by optimizing cooling efficiency but also reduces unnecessary redundant equipment operation, leading to significant long-term operational cost savings. This provides crucial technical support for the efficient operation and maintenance of prefabricated modular data centers.

With the accelerating digital transformation of data centers, the demand for energy saving and carbon reduction is becoming increasingly urgent. As the industry rapidly evolves towards high-density, green, and intelligent development, prefabricated modular data centers have emerged as a key trend, offering advantages such as rapid deployment, high flexibility, strong scalability, and potential for secondary system optimization. Traditional cooling systems often rely on empirically set parameters, manual adjustments, and localized feedback control, resulting in fixed settings unresponsive to load/environment changes, lack of inter-device information synergy, and overlooked operational efficiency leading to high energy consumption.

In contrast, prefabricated modular data centers can be factory-tested and adapted for rapid deployment across different regions, overcoming challenges related to traditional data acquisition and highly customized component compatibility. This technology fully considers the operating principles of cooling systems, incorporating AI algorithms that integrate physical mechanisms. Through intelligent optimization, it achieves data center energy saving and carbon reduction goals, enabling cooling system energy efficiency improvements of over 15%.

Products and system solutions like prefabricated integrated cooling stations combine various specialized equipment and technologies. Through holistic factory prefabrication, on-site assembly, and optimized distribution systems via BIM detailed design, they significantly reduce overall system PUE. Features such as pre-filming and electrophoretic painting processes, modular design, large-scale pre-supply, and intelligent connection and commissioning technology enable rapid system delivery and commissioning. The project timeline is shortened by 50% compared to traditional models, with successful first-time on-site assembly and commissioning, greatly enhancing the delivery speed and product quality of data center cooling stations. This ensures controllable construction time, quality, and overall cost, guaranteeing the high-quality and rapid delivery of efficient integrated cooling station projects.

Similar prefabricated integrated cooling station solutions have been successfully deployed in dozens of large-scale domestic and international data center projects, including GLP Data Centers (Phases I/II/III), Shanghai Chengdi Lingang, Langfang Yunfeng Data, Zhenjiang Telecom Renovation, Philippines Dr. Peng, China Mobile Southern Base, Jiangsu Gangcheng Yunlian, Jinan Unicom Shandong, and China Mobile Inspur.

Intelligent optimization for cooling systems in prefabricated modular data centers is a systematic engineering endeavor encompassing design, products, control strategies, and operation management. Accessen remains committed to technological innovation, continuously optimizing product performance and system solutions, and is dedicated to providing smarter, more efficient, and reliable cooling support for prefabricated modular data centers.
